HB. 1586 This Bill may be cited as the Constitution of the Federal Republic of Nigeria 1999 (Alteration) Bill, 2018;, EXPLANATORY MEMORANDUM;, This Bill seeks to Alter the Constitution of the Federal Republic of Nigeria, 1999 to amongst others transfer the power of the Federal Executive Councilor State Executive Council to declare a sick President or Governor incapacitated and unable to govern the Federation or State to the National Assembly or State House of Assembly and Provide for the timeframe for the appointment of Ministers and Commissioners.
