Senate Passes Bill To Establish Research Bureau For Armed Forces
The Senate, on
Wednesday, April 13, 2022 passed into law a Bill seeking to
establish the Defence Research and Development Bureau, 2022 for the Armed
Forces of Nigeria.
Also passed into
law were the Federal Capital Territory (FCT) Area Courts Bill, 2022, and the
Federal College of Education Birniwa, Jigawa State (Establishment) Bill, 2022.
The Bill to establish
the Defence Research and Development Bureau seeks to initiate new scientific,
technological and environmental research on defence matters.
It also seeks
to facilitate collaboration with other national and international institutions
in the promotion and transfer of science and technology related to
defence.
The three Bills
were passed into law after their re-committal into the Committee of the Whole
for re-consideration.
The motion for the
Billsโ re-committal was moved by the Senate Leader, Yahaya Abdullahi (Kebbi
North).
Sen. Abdullahi,
recalled that the Bills were passed by the National Assembly and transmitted to
the President for assent but declined.
According to
him, โsome fundamental issues which require fresh legislative actions by both
Chambers of the National Assembly emerged after critical analysis of the Bills
by Mr. President, Commander-in-Chief of the Armed Forces of the Federationโ.
He added that
against the backdrop of the issues identified, a Technical Committee of the
Senate and House of Representatives and Directorate of Legal Services met and
worked on the Bills.
Accordingly,
the Senate while relying on order 1(b) and order 52(6) of the Senate Standing
Order, 2022 as amended, rescinded its decision on the Bills as passed and
re-committed same to the Committee of the Whole for re-consideration and afterwards
passage.
