SENATE PASSES MOTIONS ON DEMISE OF ADAMU CIROMA, ALARMING HUMAN RIGHTS VIOLATION
The Senate is once again in grief over the demise of astute politician Malam Adamu Ciroma. The Chamber in a Motion titled “The demise of Malam Adamu Ciroma (Dallatun Fika, Galadiman Fika and Madakin Fika)”, sponsored by Sen. Mohammed Hassan (Yobe South); said the Senate grieve the death of Malam Adamu Ciroma which occurred on Thursday, July 5, 2018 at the Turkish Hospital, Abuja at the age of 83.

Sen. Hassan disclosed that the Late Ciroma was born on 20th November, 1934 in Potiskum, Yobe State. He attended Fika Elementary School (1943 – 1945) and Potiskum Central Elementary School (1945 – 1947) and later, Borno Middle School (1948 – 1949), Barewa College Zaria (1950 – 1955). The late Madakin Fika proceeded to the Nigerian College of Arts, Science and Technology, Zaria in (1956 – 1957) before he was admitted into the renowned University College, Ibadan in (1961) where he graduated with a degree.

The late Malam Ciroma first came to the fore as a brilliant and industrious officer in the Northern Nigeria Civil Service. He rose rapidly by catching the eyes of his superiors whilst serving both in Kaduna, the Province and the Federal Civil Service. The Motion scaled through with three resolutions below: 
i) Observe a minute silence in honour of late Malam Adamu Ciroma (Madakin Fika).
ii) Send a delegation of the Senate to condole with his family and Fika Emirate in Potiskum.
iii) Urge the Federal Government of Nigeria to immortalize Malam Adamu Ciroma by naming a National Monument in his honour.
Similarly, the Red Chamber has also deliberated upon and passed a second Motion entitled “Alarming rise in cases of alleged human rights violation and consistent assault on the provisions of 1999 Constitution by the Executive”, sponsored by Sen. David Umaru (Niger East). 

The Motion sailed through with five prayers below:
i) Urge the Federal Government to urgently empanel a Judicial Commission of Inquiry to investigate all cases of human rights abuses allegedly committed by the Police, the Nigerian Army and other security agencies in the course of discharging their duties with a view to identifying the culprits and victims and offer redress where necessary.
ii) Call on the Federal Government to demonstrate practical commitment to the observance of the rule of law especially in ensuring obedience to Court Orders and follow due process in fulfilment of its constitutional obligation.
iii) Call on the Federal Government to take necessary measures and/or establish necessary structures to ensure that all constitutionally guaranteed rights of the citizens are protected and observed by its security and law enforcement agencies in the discharge of their responsibilities.
iv) Call on the Federal Government to desist from further violation of the sacred principle of separation of powers and adopt the rule of law as guiding principle of government actions.
v) Summon the Hon. Attorney General of the Federation and Minister of Justice, Alhaji Abubakar Malami, (SAN) to appear before the 

Senate in plenary and explain to the Chamber the constitutional basis for the controversial Executive Order No. 006  and other Executive Orders which have been issued by the President in clear usurpation of the law-making functions of the National Assembly.
Meanwhile, the Upper Legislative Chamber has equally considered and passed two Motions that arose from two point of order during plenary session. They include:
a) Point of order 42 and 52 by Sen. Abdullahi Sabi  Aliyu (Niger North) where he drew the attention of the Chamber to a recent windstorm and heavy rainfall disaster that resulted in the loss of lives and properties as well as rendered many people homeless  in Kontagora Local Government of Niger State. The Motion was passed with three resolutions below:
i) Observe a minute silence in honour victims that loss their lives.
ii) The Federal Government should intervene through the Ecological Funds Office to reduce the hardship faced by the affected victims.
iii) The National Emergency Management Agency (NEMA) should come to the aid of the victims by providing relief materials to the affected persons.
b) Point of order 42 and 52 by Sen. Dino Melaye (Kogi West) informing the Senate that he read and watched statements credited the Spokesman of the Nigeria Police Force recently telling Nigerians that thirty thousand (30, 000) Police officers were drafted to Ekiti State to provide security during the scheduled Saturday, July 14, 2018 gubernatorial election. He also alleged that the Federal Government had withdrawn all security aide protecting him in spite of two attempted attacks to his life. The Motion after a heated deliberation scaled through with a single prayer below:
i) The Nigeria Police Force (NPF) and the Nigeria Security and Civil Defence Corps (NSCDC) should provide Sen. Melaye with security aide.
